It appears to me that your "posed number of questions" are going unanswered because they may proceed from a faulty supposition. That is to say if he in fact did say "knowingly" he should be criticized for such.

I'm sure you're aware there are substantial numbers of people in the world that consider homosexuality a behavior pattern that doesn't confer upon the practitioner protected status.

So if Mr. Bush has beliefs(to which he is entitled) that question homosexual behavior as morally wrong, then it is perfectly logical that he may feel that he would not "knowingly" appoint a homosexual to office just as much as perhaps he would not "knowingly" appoint an individual with say a history of gambling. Not illegal, but in many people's minds, morally questionable or unethical.

If it were discovered that a "high roller" was appointed to an office after the fact, it is also reasonable not to dismiss the person as long as he/she had not shown their propensity toward such behaviour affected their abilities to perform the job without compromise.

There is absolutely nothing incongruous with taking both positions, imo.
