MOSCOW 20 NOVEMBER

ALEXANDER Kadakin, a career diplomat who has specialised in Indian affairs and is fluent in Hindi and Urdu, has been appointed Russia's new ambassador to New Delhi.

The international affairs committee of the Duma, the lower house of Parliament, approved the appointment after a hearing in participation with Mr Kadakin. Mr Kadakin, 50 would be the youngest ever Russian diplomat to lead Moscow's diplomatic mission in New Delhi.

The new envoy would replace Albert Chenyshev, a senior diplomat who has headed the Russian mission in India for past four years.

Foreign policy observers here said Mr Kadakin, as the first Russian envoy to New Delhi who is also a profound scholar on India, is expected to provide a new impetus to the growing strategic partnership between the two countries. The new envoy, a product of Moscow's prestigious Institute of International Relations, knows Hindi and Urdu, apart from English, French and Romanian. Mr Kadakin has spent 13 years in New Delhi earlier in various posts. ?IANS
