It takes 4 BURROcrats to move one file from one desk to another desk. Greasing the palms of these BURROcrats quickens the pace at which these files move. When the BURROcrats see the boss with grease on the palms, why shouldn't they venture into the same entrepreneurship. There is a collusion between the tax payer and the tax collector for their mutual benefit. The politicians are always putting the hands in the state kitty for personal enrichment. It is common knowledge and the reasoning goes: why would a citizen pay taxes when the politicians help themselves with the collected tax. We are a little better than pakistan, when it comes to collecting taxes and keeping the hands of the politicians off the kitty. The politicians go into politics, because they can't have a go in private industry and failed. Public life to them is more remunerative and prestigious.
