Defect density is a good place to start speculating. To be effective it would need to be 4x the L1. That would make it 512K. AMD can't seem to manufacture the K63 with only 256K on die L2. The K6-2+ with only 2x the L1 size is a clear giveaway that AMD has to invent a new part rather than scrap all the K63s that can't be made to work with 256K L2s.

They may not make it public immediately but if the chip looks reasonably good, I fully expect them to tell that to their key OEMs to prevent them bolting en masse to Athlon.

My guess is power. Athlons run pretty hot and based on the data so far the speed seems to be limited by heat. Cu should help that.

Another possible reason: Given the rumors about nice yields and bin splits at Dresden, AMD may not decide to do any major new processor developments for Fab 25 (Al).

I heard about 256K L1 cache a while back and thought they would be available in the first half. I think it still makes a lot of sense but lately the rumor mill does not seem to support that. The roadmap that is being shown around is not the roadmap that was rumored earlier. So I think the odds of seeing a 256k L1 have gone down.
