I wish I could give you an answer, maybe someone else can. INTC has always been a strange stock. It seems to over-react to bad news, under-react to good news, then run up 50% for no reason. It's a hard stock to trade but an easy stock to buy and hold.

Intel is at the high end of its historic P/E ratio. Yes, it is still low vs. other top techs. You have to plug in the settings for stock, indicators and timeframe on Big Charts.
