Ed, I've gotten the same sense at times over the past couple of days, but then I go to the NANOG (the North American Network Operators Group) discussion list and it's pretty active, but I don't see anything mentioned there about clog points, packets getting tossed, routes getting lost, or anything else that would resemble symptoms that would suggest widespread difficulties on the 'net. And those folks would be the first to alert one another... that's how they are. But I too am starting to suspect something more systemic than casual spot problems. Just can't put my finger on it. And the erratic behavior of highs and lows that I'm experiencing at different times of the day don't help either.
