It sells as a system, the savings is due to the fact that most would be using a client:port ratio higher than 1:1 Let's wait and see if any of the 28 (+/-) companies that have been using it decide to deploy.

PBX problems? May not be as bad as you think. There's 256 ports on ours and only 127 of them are being used at the moment, besides that there's a lot of places selling used, guaranteed 8-port cards for around $200
