Given that DELL likes economies of scale in manufacturing, I would not expect them to enter the $500 pc space until the Timna processor is ready. I believe that is sometime in Y2000. At that time I would expect that they will be doing their own manufacturing.

As for internal configurability, DELL like CPQ probably does not want people messing with the inards of the CPU.
The USB ports address address configurability without the service problems.

The WEbPC comes with about $240 worth of internet connect time. So if you are a Parisian dress designer and you want a stylish computer system for your Boutique, the Webpc could be a worthy choice. But it is not likely to be high volume until it addresses other price points.
