I think your wrong here Clark. All CDMA channels are really packet based. You have to go read IS-707 to understand it. In the 64K system, it would make sense to assign them as packet switched only, as you can choose any 6 of the 64 possible channels with the MSM3000 and the carrier could assign them as they became freed up, not necessarily in a locked step or grouped fashion. Also, if it were packet, then the users can get UP TO 64k bps, which is what I think the service actually is that MOT is offering. The carrier can assign and deassign channels as they have capacity for at the time. This way, they do not go completely blocked calls with 9 of the 64k users on a single sector. In fact, I am positive you can only get the 64k in packet mode.
