I do not advocate police going into a situation they feel they cannot control. It is their call ot make that judgment not mine. If they are to be reviewed on their conduct it should be by their superiors and their IA department and the city government to whom they report- people who KNOW what procedures they are required to act under. Human safety and life first- even the safety of the police (I would have thought that was obvious but apparently not), then secondly the safety of property. My opinion is wholly and totally consistent. But good try at confusing the issue.
