As I said to Edwarda, San Francisco may be a rather special case in the sense of neighborhood businesses. There is a general sentiment here against chain stores of any kind, because they ruin the special feeling and character of each neighborhood.

In any case, the other businesses willing to pay higher rates in a neighborhood once the trend has started are all chain stores, and that continues what San Franciscans feel is the deterioration of neighborhoods. In fact, in several neighborhoods permits have not been granted for chain stores to do business there, and in one case, a chain drug store under construction was burnt down several years ago in the Haight Ashbury neighborhood.

In the case of WalMart coming in and selling at a loss to drive out local businesses and make ghost towns of downtowns in small towns across America, this story is true. So I am not sure what charges of mine dont stick as described, as you say . . .
