Sometimes a culture can also frustrate development. I had the privilege of serving on a USDC mission to a developing Middle Eastern Country back in the early eighties (in a prior life). Our mission was to help the government develop their fisheries resources. The culture was such that everyone wanted to be "chief" and no one wanted to be the "indian". It was a most frustrating experience. The industry is still underdeveloped to this date but not for lack of funds, equipment, etc. JLA

I don't recall ever saying that multinational corporations are the ONLY hinderance to development. Can you show me where I said that?

I do think that unbridled greed is a major hinderance to any kind of positive and enlightened development. I think it is totally illogical that countries cannot develop unless they employ child labor, for example, or that they cannot develop unless they utterly destroy the natural landscape.
