Yes, it is silly to say that an artificial percentage must be represented. Even if the situation were to change down the line, there is no sense in crying discrimination if there are simply not enough qualified applicants.......

One reason is that it is impossible to define race in a satisfactory scientific matter. Race is a mere prejudicial category. What race is Tiger Woods? He claims to be Cablinasian? One of the very few of that particular race I guess. But that is one really great race for playing golf this year. There is absolutely no way to prove that people whom others call "Black" are any naturally better at basketball than those who others call "Mongolian." There is no way to prove that tall people are better at basketball than short people. I guess the height of the basket has lots to do with it. A two-foot high basket I suppose would make little quick guys good basketball stars. As it is, the Lithuanians, Croats, and Serbs do quite well per capita. I would be astonished if skin color could be shown to be connected causally to basketball prowess. Correlated, sure, a local and temporary phenomenon I guess. When I was growing up everyone understood that black guys couldn't play basketball, baseball, football, or anything. They couldn't get into good colleges, or Congress, or radio, or the Navy or Marine Corps. I guess they have gotten much better over the past 50 years despite still being the same "race."
