If NextWave is indeed great, I assume it would be a lot more than $20 million (although -- maybe only $20 million quickly for accounting purposes (?))

Lance, the $20m was, I think, a loan. There was also an equity stake in NextWave. The $20m was all that was outstanding other than equity. If the bankruptcy is overcome, then I guess Q! will get their $20m back while retaining their shares = part ownership of spectrum and whatever else has been acquired.
