You're getting there. But you must also take into account the administration of QoS attributes, which will eventually be necessary for the carriage of voice and v-c, which at the current time are partially defined in DOCSIS.

This framework never took into account the need to do on the fly administration of multiple routers attached to the cable modem termination systems (CMTSs) belonging to multiple ISPs, who, in turn, may each have differing policies in this area on the basis of their upstream provisions.

The concepts behind DOCSIS were predicated on a single provider platform, to the best of my knowledge. It gets yuckier as you go deeper. For an idea of what I'm referring to, in a single word, security.

Beyond that, try managing this infrastructure to a household which has multiple SPs serving it, like mine. Three, to be exact. Each for different members of the household, and each for different reasons.
