Right. On the Nasdaq, each trade is counted twice: Once when the seller sells to the market maker and again when the market maker sells to the buyer. So when Bob sells 1000 shares to Sue, it is counted as 2000 volume.

Not every single transaction is handled this way, but most are, and thus Nasdaq volume numbers are always exaggerated.
