Certain percentages go into the pockets of Western "consultants" such as USAID, World Bank, IMF, IFC, WHO, etc., (the rest of the alphabet soup...!) It does NOT stop there as getting these "contracts" and "foreign aid programs" also cost consultants mucho money, i.e. campaign contributions.
