Prop 13 did not stop cash generation for other kinds of subsidies. It limited the percentage of cash that could be taken from homeowners for this purpose. There are other ways to raise cash other than forcing older people out of their homes. Question (I will assume you invest since you are on SI) -- How would you feel if the government taxed the crap out of any paper profits that show up on your end of the year brokerage statement? Why do you think homeowners should be taxed on paper profits?
