Does this mean that "all-optical" includes CSCO's GSR 1216 router (ie., is GSR 1216 an all optical device)?.

No, not at all. The OC-192c interface, as I understand it,
is a Packet-Over-SONET, POS, interface. That means a SONET
frame payload is filled with encapsulated ip datagrams. The
significance of this is the optoelectronics in the interface
card to do this. Working at OC-192c datastream speeds
electrically is a MAJOR step forward in router technology
and the interface output and input is a true OC-192c
(optical)
