I actually did a bunch of research into real estate laws in California a few years ago, because I had an engineering mgmt job and the VP wanted to find out why we couldn't hire any people, and whether moving to a commutable close-by location would make a difference. The issue was housing and zero availability irrespective of cost. So I don't have to research these laws to debate you now, I already know them fairly intimately and the apparent ramifications.

My comments about the drainage of available housing on the mkt following "tax-revolt" (or should I say, tax resdistribution from the old to the young) are provable.

Property taxes are actually taxes paid for community services which are provided yearly. Therefore, if somebody is paying for services at 1979 rates, they are freeloading off of everybody else.
