Actually, I've seen it applied with some very interesting results. It really does seem to work. If you aren't aware of the Santa Fe Institute, I've attended several of their conferences on these topics....quite interesting.

OT - Macromutation, also known as saltation, has not been unequivocally established on a molecular level of analysis. Therein lies the problem as to why it is not accepted. Rapid gradualism has been demonstrated in both E. Coli and in D. Melanogaster.

On the other hand, there is no reason why this cannot happen in technoeconomics. In fact it happens all the time.
