What I would do with a 5 year old who plays with light sockets is buy those cover things and put them on every light socket, so he can't stick anything in. If the compulsion was too strong to be frustrated by the protective hardware, maybe have the house rewired with those wires that trip the breaker when there's a short, don't know what they're called but you know what I mean. And I wouldn't leave him unsupervised. I wouldn't trust his life to a spanking. Spanking isn't a magic cure-all, spank the kid and the problem behavior disappears.
