Banks are not doing very well at the moment. ONE has fallen again and again on warnings that they will not make earnings estimates; their latest projection was for around ONLY $3.45 a share, UP from $3.25 a year ago. Today the price dropped below $30, down from a high of well over $60 back in May. The last bounce off the lower BB/low RSI fizzled long before it made the upper BB. I own ONE, and will probably buy some more, but not until it finds a solid bottom. I read something the other day about the "value" in banks, but the world is slow to take notice. I think it's crazy, but you can't fight the trend.
