Well the word contracts might be a little strong (Mr Fun seemed to think so)....I went back and looked at the articles and they both used the words "memorandum of understanding". Cenegal has teamed up with Nortel for a W-CDMA network in France worth $5-6 Billion and LU is working with One.tel for W-CDMA networks ($10-20 Billion) in the UK plus two or three other European countries. Obviously there will be huge amounts of vendor financing involved...

Personally I think that even though the articles completely avoid the use of the word contract that these agreements are still substantive....Cenegal even has a date of delivery attached (Jan 1st 2002).
