I remember when I was studying anthropology in college that there are cultures where children are never, ever spanked, and even where they are always held by someone until they start walking. So spanking is a learned child rearing technique. I believe that in much of Africa spanking is unknown and young children are totally nurtured. But once the the girls reach puberty, female circumcision is a "learned child-rearing technique."
