Yes, according to this view -- the prevailing legal one -- the only legal thing a monopolist can do is to reduce market share, and he can't do that by selling part to another significant competitor. It is worth noting that anyone who is injured by a monopolist who cares to sue can collect triple damages ++. The government doesn't have enough money, so everyone can be his own attorney general.
