It would make sense that you would need to validate whatever change you made and also make sure you didn't break something else. That would take weeks.

Usually the stepping is part of the normal production ramp, especially if that stepping fixes a few speed paths or makes other changes that can improve yields. Unfortunately, this is getting a little beyond my realm, so I don't know for sure.

For instance, I don't think new steppings of the Coppermine core would greatly impact production, i.e. requiring a whole new production ramp that can take months. If that were truly the case, Craig Barrett himself would intervene and ask for a detailed cost-vs-benefit analysis. You don't want to restart a production ramp, especially these days when the time periods of ramp-up and ramp-down are more compressed than ever.
