X, FWIW I understand what you were trying to get across. I've been following the discussion you and neo have had on this topic and it seems to me to be a matter of semantics.

The word, ownership, primary responsibility and others which have been used are difficult to define in an exacting way when discussing children.

The way I look at it is that a child is the primary responsibility of the parent, but society also has a responsibility to create an environment of nurturing where the child can grow into a healthy adult. Where one ends and the other begins, simply depends on the circumstances.

There is some fear, that the government (through small incremental steps) is moving toward taking on a more active role in the raising of our children. From national day care, sex education, condom distribution, forced volunteerism, to increased powers to agencies such as CPS.

Yes, it takes a village to raise healthy children, but a village without parents has no little hope of success.
