I'm not sure if it was in fact an American proposal at all -though the Administration, not Congress, was in support. The Brits were particularily keen for the IMF to act.

As for my newly designated job - I'll pass - I think that disappointment over the POG leads to much paranoia some of which washes up on this thread. Proof is always lacking - thought I'd like to see Greenspan questioned about his CB leasing remark. The time will come for money to be made on the long side; all talk of conspiracy will evaporate.

It's unthinkable for major producers (there are a couple of exceptions admittedly) to develop major deposits without hedging. Take Barrick for example - it has to replace, or at least maintain, production of 3.5 million ounces per annum. To grow it has to do much better than this. Vast deposits require vast financing, and they will have to lock in the price. They will also have, IMO, to look at acquisitions.

But going back to your job offer - it seems to be that if you believe in conspiracies the burden of proof rests with you - PROVE IT!! Conspiracy theories feed on one thing - lack of proof.
