My understanding is that there are no control lines available from the Athlon module to program/change the Cache divider, and hence they couldn't provide this feature on their thingy. By increasing the cache divider (or slowing down the Cache clock) one can attempt to overclock the CPU even higher without worrying about Cache failure. I'm not sure how the cache divider can be changed from the default setting - may be through the Bios?

I don't know, could be.. I sent an e-mail to the author and the manufacturer. The author tells me that he got the chip already changed (perhaps the board and the chip?). This makes me a little less excited about the article because it suggests the chip may have been cherry-picked to overclock at such a high speed. Still could be a good deal even if you can't overclock to 800 (at $80 for the unit). I'll let you know what the manufacturer says about this.

Here's the answer I just received from Outside Loop:

You have to physically modify the resistor positions on the cpu's PCB. It is rumored that some of the new Athlon motherboards will have a cache divider setting accessible throught the bios.

I would argue that this diminishes the overclocking attraction if you can't modify via the bios. But maybe I'm just greedy when you could still overclock to 700mhz or less from 550....<g>. Perhaps one of the new ASUS boards will include this feature. I suppose people can always order a "guaranteed" chip from Outside Loop or one of the other soon to appear vendors.
