If I had to bet, I'd put my money on optical switching as the elusive Phase IV.

I bet you are correct. Phase IV has talked about by the company executives as some sort of mystery. I have never heard of other companies that state the first 3 phases of their plans and keep people guessing the 4th. It is simply the manner of their presentation of Phase IV. Very unusual.

I had been thinking along the same lines as yourself. It probably is a technology being developed in house at JDS Uniphase (or one of their subsidiaries). Even if another company develops it, JDSU sales will only increase as a result. I remember KK was asked to comment on companies like Sycamore and their product. I vaguely remember him saying that these developments are absolutely necessary. His comment was the same when asked about Lucent's development. I remember that was the story that got Stewy in trouble with the Raging Bull message boards. He stopped posting after that.
