Ed, You make some very interesting points regarding the need for political cover. This is a big price tag no matter who signs off on the final deal UNLESS the property is developed. If there was a way to provide some sense of security that environmental issues could be a top priority, the windfall to the state would be tremendous, then everyone wins assuming there are no major environmental accidents.

I agree that with the Middle East still holding the cards when it comes to oil, and unstable nature of the area, a reserve this size in US territory is just too important to ignore forever.

Can you clarify your statement? Are the CCO lawyers considering your plan to propose it the state or is the state considering your plan?
