I met with my accountant last week to discuss that very matter. There are several methods for withdrawing IRA money early (before 59 1/2) without penalty, which would be 13% for me (10% federal, 3% state). He's picked a method that will allow me to withdraw up to 8% of this year's closing ira value per year for the next 5 years. Once I pick a number, however, it's locked in stone: no more, no less, or I incur penalties on everything I've withdrawn.

Check with your accountant; there are ways to do it.

You have opened up a hot subject for those of us who are looking to retire early. Like UF, I have been researching this subject extensively for a few weeks. A few weeks ago I thought I might need a plan in place in late 2000. Now I need a plan in place next month!
