It might not solve the same problem, but here is the shutdown supplement for Windows 98 Second Edition.

I assume it's the same patch that's available if you run the Windows Update off of the Start Menu.

I installed it when I was having the norton shutdown problems a few weeks ago and it was not the right solution. It can be downloaded from softie site. I know you're familiar with that. <gg>
