The punishment is based on the value of the theft item before being stolen- it is NOT based on the fenced value.

All I know is that I cannot write off a charitable deduction for the amt I paid for an item.

A 286 non-working PC which I paid $5K in 1990 is not worth 5K as a deduction, is my belief. In fact, the IRS publishes guidelines for what something is worth, and I believe those guidelines are based on the current "net worth" - same with cars, blue book value etc. - not what you paid.
