I am not sure I am going to express this correctly however this is what happened to me this morning.

I had an order in for April 150's at $38 and I am watching the ticker.(41)...watching the ticker Bids were 40, 39, 38, 38, 36 1/2, 38, 36 1/4, 38 and my order still did not go through. I called Brown and they told me that I was up as the bid at 38. I am looking on the ticker and seeing 36 1/4. Well that was on another exchange. I have to assume that more than one exchange is through on my Signal ticker. I finally got it. The QCOM option bids were lover on some of the other exchanges.................hope you get it. I now understand why we are all under the impression that we are getting screwed with some of these prices. Does this make sense?
