Thanks, I'm the one who asked. 400M is not great but it's a good springboard for other apps (FET, power, etc). Also, if they have a lock on high power blue LEDs, and since those can be doped to get other colors (presumably also at high power), maybe there is a a potential to produce cheaper better solutions for highway signs. Don't know how large that market is, but it would largely be additive to your 400M, since the vast majority of signs today are made with metal and reflective paint. Not that you would see electronic signs in a lot of rural areas, but there are probably enough in the big cities that if they decided to convert the conversion market would be pretty large.
