The answer I got was

If you are a "classic" SI user, you can create public portfolios and watchlists, but only on the "classic" SI site. Currently, the new site does not have the option. Right now it's only possible on the old site. Thank you for contacting our customer service group. Please let us know if there is anything we can do to help you in the future.

So I said
