Yes there are MPEG decoders. DVD decoders are a superset.
To over simplify, DVD decoders are basically MPEG decoders with DVD specific stuff sprinkled in.

Currently, IMO, this application can deliver HIGH QUALITY video-over-IP via the PC only with a hardware MPEG decoder. CPU's are just not fast enough to process soft MPEG decode and still operate everything else adequately. The soft-MPEG decode becomes even more problematic with laptops as soft-MPEG decode consumes way too much battery life. Hard MPEG decode is still the way to go - IMO.
