1. and 2. are correct. 3. Newfoundland is receiving equalization payments from the feds because of the 'have not' formula devised by the feds. If Newfoundland was not so 'have not' then the equalization payments could/would be reduced. The refined ore can go where they want it to go...the world over. The raw ore must be refined in the province...that's it. They must build the smelter in Newfoundland and then they can get on with it.
