Globalstar LP sells minutes, that's all. I believe they did buy some handsets, which I suppose they will sell at what the market will bear to the Service Providers.

Say GlobalstarUSA sells some minutes to somebody for $1.50 a minute, or bundled, or whatever the deal, Globalstar LP will charge GlobalstarUSA for the number of minutes that subscriber actually used at the rate contracted between GlobalstarUSA and Globalstar LP, which I suppose is around 40c a minute. Maybe as low as 35c a minute [some of the big service providers got a good deal I think but I read that a few years ago]. There is also a cheaper rate for fixed phones, so if GlobalstarUSA has some fixed phone customers, GlobalstarLP will be paid a lower rate.

GSTRF shareholders want billions and billions of minutes sold. We care nothing about handsets selling. We want NO handset shortage.

If 200 minutes are bundled by a service provider, but only 175 minutes are used, that's all LP will be paid for.
