Great find. It looks like Mr Cooper falls into that category. And I do believe he is governed by PA law.

these are just the posts that show up in cooper's profile, all are about me...the wicked thread is not a stock thread like dell,csco ect ect...it's a thread i started...as you can see by all these posts and keep in mind this only goes back to NOV 1999...cooper has been a member since 97...he has been after me for well over a year if not much longer...all of which i will find out...this would cause anyone emotional distress...he has stalked ,harassed and baited me for a long time now causing me to lash back in defense...the posting history on si will prove all this...i don't know what his motive was or is but he has been abusing me for a long time..silicon investor was made aware of this many times and they are just as much to blame for letting this go on.
