ARM and MIPS are 'brands' of RISC processor. Consider them as general purpose computers.

A DSP is a digital signal processor, with a design optimised for high speed number crunching. ARM and MIPS designs aren't. DSP generic term (like RISC). DSP's are manufactured by TXN, amongst others. However, it is quite common for ASIC vendors to use in-house designs. QCOM and CNXT do this.

QCOM are using ARM over MIPS for commercial reasons. Presumably they were able to negotiate a better deal with ARM. Other factors in the buy decision would include the quality of the supporting toolset; the compatibility of the core library with the in-house ASIC design process etc.
