Who was responsible for the 1990 legislation that raised the % from 8-15% and doubled the cap... a 4 fold increase since the 1980s from 2K to 8K/year! Do you mean to tell me that in 1980 when the last increase came up that nobody thought about the demographic makeup? They should have cut benefits drastically then - raising taxes from 2K to 8K right when the tiny gen-xer group starts working is totally unacceptable - and as you know that was just the beginning.
