You're not looking far back enough to say that CIEN hasn't participated. It sure has. Look at it over the last year.

It was 18 in April 99.

It's now 75.

It's not JDSU, but that's not too shabby in 9 months, is it?

No, CIEN is a customer, much like Lucent. If JDSU purchased Cien it would be to become a competitor to it's clients.
