Fez ____________________California's Fresno County Creates Juvenile Probation "System of Tomorrow" on Dell Computers -- InfoFlash Rock, Texas, January 19, 2000 The photograph and fingerprints in the profile glowing on the computer screen look like a special effect out of a James Bond movie. But the computerized system is a reality, operating in Fresno County, CA. By using biometric devices and one of a kind software, the computer system performs high-technology double checks to make sure the right people are freed or taken into custody by the Juvenile Probation System. The system can also prevent potential violence by identifying and helping separate rival gang members within facilities. Additionally, its digitized signatures help ensure that valuables are returned to their owner when they leave the system. The unique case management system was designed and developed by Fresno County, to do away with paper and move record keeping completely online. Using an Internet browser, the system will replace a process that required extensive paper files to be retrieved from a physical location and viewed one user at a time. Now multiple viewers -- probation officers, law enforcement officials and court personnel -- will have access to all files from the workplace or field. "Fresno County is very innovative in its use of technology," said David Forsythe, vice president and general manager for State and Local Government, Dell Computer Corporation. "Its use of the Internet and its comprehensive paperless case management system reflects a great deal of foresight. They designed an efficient system that saves time and effort." Through one-to-one direct relationships with its customers, Dell has the ability and experience to understand what customers want from business relationships, providing Web-based solutions that meet customer needs for faster more efficient access, greater content and a robust Internet community. "We believe this system will place much comprehensive information at the fingertips of the probation officers so they can be more effective at their jobs," said Ron Talent, division manager in the county's Computer Services Department. "When we started to build the system, we looked for cost-effective hardware that would support the kind of performance we needed. We felt the Dell hardware filled the bill nicely. Dell has been very supportive as we have rolled out the new juvenile system." Case actions within Juvenile Probation, Juvenile Hall or the bootcamp is recorded within each juvenile's electronic file. The case management system records juvenile booking and tracks their activities, court dates and case changes through case disposition. The computer system stores the names, addresses and phone numbers for the juvenile and any known relatives. Details such as gang affiliation, status information (formal or informal probation), assigned Probation Officer, court appearances, warrants, charges, medical information, electronic monitoring information and placement information are included. The system records all types of physical descriptors including scars, marks and tattoos that are represented visually as well as descriptively. More than 170 users access the system with Dell© OptiPlex© GX1 desktop PCs, which are housed on six PowerEdge© servers. Two Dell 6350 servers and a PowerVault? Fiber Channel hard drive array store the database while another 6350 server and Dell PowerVault Fiber Channel hard drive array running imaging software, hold case folder documents and photographs of juveniles. In addition, a PowerEdge 6350 server runs the system's Intranet, a PowerEdge 4300 provides access through the Internet and another 4300 acts as a communication server for video conferencing and online fax service. The case management system, believed to be one of a kind, is being rolled out in phases. The second phase "Booking" was completed last August.
