The Argus writer appears to not understand what is going on here. There is PLENTY of refinery capacity available. Just check the API refinery utilization stats if you don't believe me. Refiners have cut back because they haven't been able to pass on the increases in crude prices. This has been a predictable outcome, and hardly comes as a surprise to most of us. As product prices come back in line with crude prices refinery utilizations will increase, eliminating the margin-related "shortages".
