Most likely the ? is referring to your modem...installed in the PCI slot but generally considered a serial device.

If you click on the question in device manager what do you see? Perhaps there is a conflict. One of the tabs should tell you. Perhaps it wants to use the same IRQ that your serial port uses. You may want to disable your serial port if you are not using it to free up resources. Also try installing the modem in a different PCI slot.

Do you have the latest modem driver from the modem manufacturer?

I am going to back out and let somebody else help you. I don't have any experience with internal modems. Somebody who has used an internal modem will be better able to help you.
