On SK Telecom going W-CDMA, it might be wishful thinking to posit this as SK's mindset during 1999 (and even early 2000) and why it could yet change:

DoCoMo, the nearest and largest roaming and int'l call market for Koreans (many business and family links), in 1998 declares it is going W-CDMA;

No other declared CDMA2000 market in Asia (or elsewhere--remember, pre-ERICY deal) at that time;

DoCoMo's competitors are small, disorganized--no chance DDI and IDO will be a force; thus, SKTel looks to DoCoMo:

SK Telecom and NTT DoCoMo have been working closely to achieve international roaming between Korea and Japan and to jointly develop W-CDMA (wideband code division multiple access) technology.

1999--things begin to change--ERICY/CDMA2000 is accepted as one ITU 3G standard/DDI-IDO merge and get further backing from Toyota/Kyo handset deal--more support/DDI-IDO sub numbers accelerate/DoCoMo stumbles a bit mid-year/

BUT--KT and DoCoMo continue on their road (the momentum of their alliance in the face of changing events;

1999-2000: DDI-IDO establish IS95B in Japan, faster data rates; SKFreetel investment from Q; DoCoMo's data rates currently at 9.6, when the competition may soon have 144, then 384kbps, without need for significant infra outlays;

2000-2001--DoCoMo facing significant infra outlays, while, perhaps, DDI-IDO further establish credibility that Japan will not be a one-carrier market;

2000-2001: SKTelecom--rethinks unitary commitment to W-CDMA???
