You got it wrong. Nothing to do with e-machines but everything to do with product transitions, selective component shortages and Y2K slowdowns.

DELL did fine in the SOHO market. They did not do well in the consumer market because of component shortages and inconsistencies. The other market that they did not do so well in in Q4 was the business/government market- here the seasonal 9% rebound in January seems to have been delayed by W2K issues.
